UberX cars are owned and operated by non-professional drivers. Uber Black is a commercial driving service whose cars have commercial insurance and whose professional drivers have commercial licenses. In PA, the PUC regulates taxis and driving services and according to them, UberX is legal. However, the PUC does not have jurisdiction in Philadelphia where those companies are regulated by the Philadelphia Parking Authority (PPA). The PPA says that UberX is operating illegally. Uber cars are now required to show an Uber decal and the PPA fines or impounds UberX cars.
